Sırrı Süreyya Önder from People’s Democratic Party’s (HDP) delegation to the resolution process announced the highlights from “Peace and Democratic Negotiation Process Draft” by PKK leader Abdullah Öcalan.
Peace and Democratic Negotiation Process Draft
The draft is composed of 4 sections.
Methods: Composed of 9 articles. Documentation of process in all steps, recording of agreements with signatures, basic concepts and correct definition of institutions.
Historical and philosophical perspective: Composed of 11 articles. Turkish-Kurdish relations, constitutional and legal dimensions of the process, security, socio-cultural dimensions, liberation of women, ecological perspective, equal citizenship and democratic public order.
Basic agenda: Around 40 basic questions, determination and propositions.
Action plan: Composed of 6 articles. The most important is that deadlines are almost preset.

“Legal assurance is necessary”
Some of the highlights from Önder’s comments to Özgür Gündem newspaper are as follows:
“Öcalan said it was necessary to have legal assurances in the next steps and it was impossible to reach the target of peace and democracy without these.
“He also referred to the withdrawal of guerrilla and criticized the construction of high security checkpoints and hydroelectric power plants.
Election quotas
“Mr Öcalan said that they had a strong program in their hands. He recommended on the improvement of all preparations to the upcoming elections as a party [HDP]. If our people will understand this program thoroughly, if it is internalized by our party officials, then there won’t be any point for election quotas.”
Secretariat
“Both the secretariat and the other inmates in Imralı Prison will be resolved in the next meeting.
“Mr Öcalan said he had a meeting with state officials two days ago. On Tuesday, we will have a series of meetings with state and government officials. After that, we will have a delegation meeting with the Qandil authorities in a convenient date. If the schedule allows, we will meet Öcalan either at the weekend or next week and let him know about our impressions.” (AS/BM)
