He argued that the incident was a ploy and said it was being investigated.

Reporter Senol Cakir from the Dogan News Agency (DHA), who spoke to bianet, insisted that the implementation exists.

"I am always behind my news report. This issue is real. The people witnessed it. This was in local papers six month ago."

Cakir said the municipal police warned the youth almost everyday.

"They especially do it during the weekends. We followed them and reported the issue. We took photographs and videotaped the incident."

Mayor Yilmaz said that alcoholic people once lived in barracks in the area. "We have developed a method to maintain order so that the people in the region can be comfortable," he added.

Yilmaz said the traveling municipal police forces were formed to prevent cars from entering the area, to provide the people in the area with emergency needs, and to protect the environment. "These forces do not have the authority to interfere in personal rights and freedoms and family life," said Yilmaz.

"They have not been ordered to do that either."

Yilmaz said the people did not complain about the implementations of the municipal police forces. He argued that a reporter, who wanted to do a story on students running away from school, asked for the municipal police forces' help and the outcome was this "ploy."

"We are investigating the issue," said Yilmaz.

"If we discover any misconduct by anyone, we will do whatever is necessary." (YS/EU/EA/YE)
